with reference to my despatch No.108 of 7th.

ultimo,I have the honour to transmit for your consideration

applications from Commander Hastings, R. N., Assistant Harbour

Master, and Mr. T. Sercombe Smith, Colonial Treasurer, for the

post of Police Magistrate in anticipation of Mr. H. E. Wode-

house's retirement on pension.

Commander Hastings has been acting for Mr. Wodehouse as Police Magistrate since 26th. February last,he is giving general satisfaction in the office,he is pain-

staking and industrious and has good sense which enables him to carry on the office almost free from appeals. In

giving this opinion I have consulted the Chief Justice,

Attorney General and the Puisne Judge.

Mr. T. Sercombe Smith, the Colonial Treasurer

and at present the Acting Colonial Secretary, is a man of considerable force of character and is above the average in

point of intelligence, the memorandum No.1 attached to his application shows you his antecedents and his qualifica-

tions for the office.
